Remove Elastic Waistband or disable it?

Is there a way to stretch elastic or heat it or chemically disable it from a jacket waistband without removing the stiches and taking it out? It's stitched to the fabric so I can't just cut it. I think I'll ruin the jacket if I try to take it out and re-sew it. I tried ironing it but it didn't work.
