When should I remove plastic wrap from my germinating herb planter?

You take the plastic off as soon as you see the first sprout coming through..Also do not keep the soil really wet but only damp..but do not let dry out..You will get what is called "dampening off" disease if you keep them covered in plastic, as well as keeping the soil really wet...heres pictures of my source..I grow veggies 12 months out of the year...
