Renters insurance question?

I lived in joplin Missouri where a tornado hit May 22nd. I have allstate renters insurance an they don't want to pay me for living expenses because my landlord doesn't know if he Is going to sell the house or rent it out when its fixed. Don't they have to pay me because in missed placed an only in a temporary house?
