Does the U.S. president have political power to approve federal loans?

I have some familiarities with the U.S. government and I am fully aware that the power is shared by three groups:Congress,the president and the supreme court,but I didn't know the president had power to approve loans regarding financial issues.I thought this power was solely vested in Congress.the president approved the bailout for automakers,not Congress.please I need a detailed answer about this.I'm confused.
